Qualifications
They are developed by Sector Skills Councils (SSCs). SSCs consult with employers and key partners in their sector to produce an “off the job” training programme and occupational competency requirements, which meets the needs of employers.
Employees need to demonstrate to their employer that they have the potential to complete the programme.
In Scotland, there are more than 70 different Modern Apprenticeship Frameworks. They are all designed to deliver a training package around a minimum standard of competence defined by employers through SSCs.
They all contain the same three basic criteria
- A relevant SVQ/NVQ (or alternative competency-based organisation)
- Core Skills
- Industry-specific training

SVQ3 Decorative Finishing Occupations (Construction): Painter and Decorator at SCQF Level 6 (GF2023)
The units include:
- Confirm work activities & resources for the work
- Develop and maintain good working relationships
- Confirm the occupational method of work
- Erect and dismantle access/ working platforms
- Prepare surfaces for painting/ decorating
- Apply paint systems by brush and roller
- Conform to general workplace Health, Safety & Welfare
- Integrative assessment in the construction industry – the Skill Test.
- Hang wallcoverings (standard papers)
- Produce and apply complex stencil designs
- Hang wallcoverings to complete surfaces
- Hang wallcoverings (specialised papers)
- Produce comb textured finishes
- Apply metal leaf to surfaces
- Install coving and decorative mouldings
- Apply coats to produce textured finishes
- Produce broken colour effects
- Produce stencil designs using pre-cut stencil plates
- Produce straight grained effects
- Produce quality replica grained finishes
- Produce marbling effects
The Core Skill Information & Communication Technology at SCQF Level 4 is to be separately certificated unless :
- Scottish candidates who have been issued with a Core Skills profile on their Scottish Qualifications Certificate
- Candidates who have already been certificated as achieving Core Skills at this level– either in the workplace or at school or college
In these cases apprentices do not need to repeat these Core Skills as part of the Modern Apprenticeship Framework

- Painting and Decorating: Applying solvent borne surface coatings
- Painting and Decorating: Applying water borne surface coatings
- Painting and Decorating: Basic decorative effects
- Painting and Decorating: Broadwall decorative effects
- Painting and Decorating: Ceiling paperhanging
- Painting and Decorating: Colour schemes

In addition, SPADAC will register and record the units in SVQ level 2, the Advanced Craft Certificate and the Higher National Certificate.
SPADAC will register all qualifications for any ad-hoc courses taken through the Scottish Decorators’ National Training Group.
Those who are working through their MA will be the main candidate group. This certificate can be completed in the third or fourth year of their apprenticeship.
It is also recognised that this qualification may be used for experienced workers outwith the MA. Either way you should already have completed or be near completion of your SVQ Level 3 in Painting and Decorating.
This qualification will require you to spend the majority of your time in a workshop/project area environment. It’s designed not only to develop your hand skills, more specialist and traditional craft skills and core skills, but also equip you with an increased knowledge and understanding of the construction industry.

- Applying specialised wallcoverings
- Papering complex surfaces
- Producing faux finishes
- Specialist decorative applications
SPADAC also offers you further opportunities to progress to construction related Higher National Certificate or Higher National Diploma.

- Painting and Decorating: Paint systems for building substrates
- Painting and Decorating: Technical problem solving
- Supervision and management
- Painting and Decorating Supervision: Graded unit
- Painting and Decorating: Applying specialised wallcoverings
- Painting and Decorating: Producing faux finishes
- Painting and Decorating: Specialist decorative applications
- Painting and Decorating: Applying metal leaf and powder
- Painting and Decorating: Colour and design
- Quality Assurance in Construction
- Management: Self-management skills
To complete this qualification, you’ll need to produce a project case study – this is a supervision graded unit.
The HNC will provide opportunities for the development of the candidates’ core skills including communication, numeracy, problem solving, working with others and Information and Communication Technology.
